Found a solution: Seconds in taskbar clock!

Hi, I'm Aso from Kurdistan, Iran.
I bought my “Surface pro 4” a year ago, in Tehran and without warranty. It is flickering for about a week.
I found that it flickers when no changes in screen occurs for a few seconds.
So I sought for a solution for making changes constantly. The best solution I've found is this:
